East Harding Construction is proud to be the Construction Manager of Record for the Pine Bluff School District. The schools is the district are continually being improved with much needed upgrades and additions.
McFadden Gym is getting upgrades to it’s lighting, the gym floor is being refinished and a brand new HVAC system is being installed.

The new addition to Our Lady of the Holy Souls Catholic School is moving along quickly. The CMU foundation wall has been set and the foundation slab has been poured. Subsurface waterproofing is being applied and framing is well underway. There is something so exciting about seeing walls go up!

The Fordyce High School football stadium received a fresh coat of paint on the bleachers, press boxes, scoreboards, field house & other buildings. The concession stand is being expanded and with all new LED lighting being added to the field, the action will be brighter than ever!
Go RED BUGS!
This project transformed the equivalent of three classrooms into a fully enclosed television production studio, sound stage, control room & computer lab. The teams opened walls, reworked flooring & blacked out the studios.
HVAC, PARKING LOTS & DRIVEWAYS
The Fordyce School District passed a millage — using a budget estimate prepared by East Harding Construction — that generated approximately $3 million for HVAC upgrades, security improvements and renovating all parking lots and drives.

Dedicated teams were on-site early in the morning yesterday to pour 5,419 sf of concrete for the new Armor Bank in Hot Springs. It took the teams several hours to finish the pour and work the concrete into a perfect foundation.
Tom Wolfe, Site Superintendent and Jack Whitley, Project Manager were on-site to oversee the pour and make sure everything went smoothly.
We are so excited for the next phase of this build!

Greg Fluger Retires
The East Harding Team gathered at the Faded Rose in Little Rock to say farewell to our long time employee and friend, Greg Fluger, Sr. Vice President. Greg is hanging up his pencil after 27 years as he sets out on a new and exciting phase of his life.
Van Tilbury, President & CEO shared memories of the many projects Greg worked on and thanked him for all he has done for East Harding. Bob East, Co-Founder, also shared stories of the early years with Greg.
Greg has worked on many notable structures in Little Rock such as the Hilary Rodham Clinton Children’s Library & Learning Center, the Bobby L. Roberts Library of History & Art, the Museum of Discovery and the UALR City Center, to name a few. Greg’s work is around every turn in Little Rock and reaches as far north as Fayetteville with his work on the historic Peabody Hall and Yocum Hall on the UALR Fayetteville campus. We will be reminded of Greg’s time with East Harding everytime we drive by or visit one of the many wonderful projects he has been a part of.

This exciting event marked the beginning of construction for the new full service ARMOR Bank branch located on Central Avenue in Hot Springs.
Representatives from East Harding Construction, ARMOR Bank & the Hot Springs Chamber of Commerce lined up with shovels in hand to turn the dirt and commemorate this proud moment.
We look forward to watching as this empty lot transforms into a beautiful and vital part of Hot Springs.

We are so excited to be the General Contractor of the new Armor Bank in Hot Springs!
This beautifully designed bank will mimic the ARMOR Bank – Jonesboro branch, shown below. The modern roof, accent lighting and brick and rock facade give this bank a hometown feel making it a welcome addition to the community.

I LOVE OUR PICNICS!
Seeing everyone having a great time just hanging out, playing Baggo & horseshoes & getting to know each others families really unites us as a team.
We all enjoyed the delicious fajita buffet from On the Border. Shout out to them, they always do a great job! The kiddos loved the piñata and we even had a few games of JENGA going.
This years picnic was a huge success with our biggest turnout yet!

Ellis Williams
Ellis Williams is a Vietnam Vet who served his country proudly as a rifleman. He has worked for Bob East, co-founder, for more than 40 years and is a valued part of the East Harding family.
The extreme cold this winter, and the condition of his home, put Ellis at risk. He struggled to keep his house warm and his utility bills became unmanageable. East Harding put together a team of volunteers along with truck loads of new windows, doors, insulation and other materials to make sure Ellis never has to worry about keeping warm again.
We are honored to be able to show our love and support by making a difference for someone who has made a difference for so many.

EHC has a detailed safety program which includes a site specific safety plan for every project, environmentally hazardous materials program, worker safety, and public safety that is managed daily by our Site Superintendent with a weekly safety inspection by our Safety Director. We help achieve client satisfaction by ensuring that our employees have a challenging career in a secure and safe work environment with the proper training, equipment and industry-leading technology to do their work properly.
All East Harding employees and subcontractors’ employees must attend a safety orientation prior to mobilization, and attend weekly safety ‘toolbox’ meetings.
All employees and visitors must observe our 100% usage policy for Hard Hats, Safety Glasses and Boots on all our job sites.
All employees are subject to our Zero Tolerance policy for drugs and alcohol.
East Harding is a long term participant in the Arkansas Drug Free Workplace Program.

The Kountz Kyle Bioloby Lab will also house the newest greenhouse on the UAPB campus. This unique addition will allow students the opportunity to study hands on techniques for cultivating and growing a multitude of plants and vegetation. It will also allow for long term research projects, some of which could last for decades.
East Harding Construction is proud to be a part of renovating and expanding the UAPB Kountz Kyle Biology Lab. We are excited to see the difference the revitalization of this historic building will make for both, current students and future generations.

TEAM MEETING
April 2021
At this month’s team meeting, Van Tilbury, President & CEO, spoke on “Six Conditions of Empowerment” guiding the team into thinking about the East Harding Method of “People, Process & Product”.
He then turned the meeting over to Nathan Kerr, Field Operations Manager, who spoke on ownership and accountability.
We enjoyed Whole Hog BBQ and the unfamiliar atmosphere of getting together in person and reconnecting with coworkers that are normally in the field. The guys did a great job of setting up the warehouse for social distancing and we all followed mask wearing protocols.

The two buildings feature the endowed Adam B. Robinson, Jr. Theater, a 70-seat black box theater for small, community-oriented productions (named in honor of the long-time ASC supporter and Board member); five apartments for resident artists with accompanying studios that can be used by the residents or rented to local artists; a community gallery for area artists to show and sell work; flexible workshop space for art classes, yoga classes, dance and culinary arts workshops, a tinkering makerspace, a wood shop, scene shop and costume shop; a small pottery studio and an outside “ART Yard” for large-scale projects and events.
The re-imagined buildings contribute to the Historic District and incorporate some of the original features, including an advertising mural inside for O.K. Dairy Creamery, currently ARTSpace.

In keeping with the historic design of the building, the retro bay doors were left in place and create a fun, open air option.

Welcomes David Finnie, Sr. Project Manager!
A warm welcome to David Finnie, East Harding’s newest Sr. Project Manager!
David comes to us from Houston, TX where he worked as a Sr. Project Manager/Project Executive for fifteen years. He has been in the construction industry for over 23 years. David holds a Bachelor of Science degree in Civil Engineering from Christian Brothers University in Memphis, TN and is a graduate of our very own Little Rock Catholic High School.
He has two children, Emma (17) and Cameron (21) and enjoys exercise and golf. David hopes to reconnect and spend more time with his parents and sister who also live in the Natural State.

East Harding Construction teamed up with Polk Stanley Wilcox to renovate & restore the 72 year old historic building, which is now the Polk Stanley Wilcox Corporate Office.
This nostalgic piece of history boasts its original glass block entrance, steel frames and brick facade. The interior has been beautifully redesigned and renovated to show off the original steel-framed, glass windows that divide the gathering hall and reception area from the large, two-story open-air office space.
A center niche has been carved out to provide a beautiful kitchen with all the modern day amenities one would expect, including two stainless steel refrigerators, two stainless steel microwaves, a stainless steel dishwasher and a stainless steel coffee station. All of this stainless steel is beautifully wrapped in wood-grain cabinetry and accented with matching shelves lined with cups, plates, and glassware. The stone covered island and countertops turn this space into a uniquely inviting area for the staff and guests to refresh and replenish.
The upstairs is comprised of conference/meeting rooms and open view office spaces that overlook the work stations on the main floor. One of the most unique aspects of this space is the original, functioning dumbwaiter with its wheel & sprocket crank shaft that brings back a bit of nostalgia. The combination of old and new in this beautifully redesigned building is representative of the importance of historic preservation and the necessity of modernization.
East Harding Construction is very proud and grateful to have been a part of bringing the past into the future with this beautiful adaptation to a piece of Little Rock’s history.

The beautiful new Pine Bluff Main Library brings modern architecture and design to the city center, giving it an exciting new feel and a promise for a bright future. Located at 600 South Main in the revitalizing downtown, the 36,000 SF facility features a children’s library, a video library, a Teen Loft, the Carr Memorial Museum, a computer lab, a fully-equipped test kitchen, Genealogy, conference rooms, and rows of shelves stocked with thousands of books just waiting for eager minds.
The flagship facility of the Library System joins the recently renovated branch locations in Watson Chapel, Altheimer, Redfield and White Hall and serves the 885 sq. miles of Jefferson County.

The Fordyce School District received some much needed improvements which included the replacement of several HVAC units, extensive parking and site work and security improvements.
Many driveways and parking lots were demoed, undercut and re-laid. The track was completely resurfaced and new security vestibules were added.

Jordan Stadium Restroom and Ticket Booth Addition
Jordan Stadium Restroom Addition
With the return of some normalcy and the excitement of the football season, Pine Bluff School District is adding new restrooms and ticket booths to Jordan Stadium-home of the Fighting Zebras.
The Zebras football team have one of the most successful programs in the nation, which includes 24 state championships between 1915 and 2015 including three consecutive titles in 1993, 1994 and 1995.
East Harding Construction is proud to be a part of the improvements to Jordan Stadium and we look forward to watching this long standing facility continue to grow and expand.

United Parcel Service Facility Upgrade
With online ordering continuing to increase, UPS decided to expand its Texarkana facility.
The expansion includes clearing 4.5 acres, site grading, building foundations, underground utilities, new fire suppression systems throughout, site paving & site fencing.
The building foundations will support a new fold-down building for partial distribution, doubling the facilities current capacity.

This month’s Team Safety Meeting focused on Fall Protection…
It is national Stand Down for Safety week and East Harding, as always, puts SAFETY as our #1 priority.
Did you know that every 1 out of 3 construction fatalities is due to a fall. Additionally, 1/3 of all fall accidents occur from ladders.
In our meeting, experts on safety such as Keith Broadway, Health & Safety Director & Nathan Kerr, Field Operations Manager offered compelling facts and protocols to keep our team, our subs and our clients safe as well as the general public.
Fall Protection not only safeguards against direct falls but also extends to falling equipment and material. That is why it is so important to be adamant about safety every day on every job site.
East Harding has an eight year record of no time lost due to jobsite accidents!

East Harding Construction continues making progress on the new Pine Bluff Main Library despite COVID-19 and the weather.

Amid Covid crisis, new library takes shape…

Bobbie Morgan’s dream is starting to become more of a reality as the director of the Pine Bluff/Jefferson County Library System is watching, what was once a blue print library, take formation right before her very eyes.
“The new library is coming along very nicely,” said Morgan. “All of the rooms have taken shape and are in the process of painting the interior.”

With the interior renovation well underway, it’s time to shore up the exterior of this historic building. The lift basket allows workers to get close to the wall at the top of the structure to secure supports during the exterior renovation.
There is still much to do but this project promises to breathe new life into downtown Pine Bluff.

The new library is looking great! Exterior windows are being installed and sheetrock and paint are underway!

This project is off to a great start! We are through the demo phase and ready to start turning this piece of history into a part of the future of downtown Pine Bluff.
The antique lift (shown here) has been dismantled. The mechanical wheel and pulley system that operated the lift will likely remain as a decorative accent along with a hand-painted mural of the O.K. Ice Cream company.

The Learning Stairs are now encased in plywood and sheet-rock is being hung throughout the building.
It won’t be long before we get to see the beautiful decor hand chosen for this monumental addition to the city of Pine Bluff.

On February 10, 2020, the Arts and Science Center for Southeast Arkansas (ASC) held a wall breaking ceremony to celebrate the beginning of construction on The ARTSpace on Main.
Dr. Rachel Miller, Executive Director, Arts & Science Center of SE Arkansas peeks through the hole left from wielding a sledge hammer and breaking through the first wall.
Located at 623 S. Main St. in Pine Bluff, The ARTSpace will be housed in a newly renovated historic building next to it’s primary location at 701 S. Main St.
The exciting new facility will feature a gallery for area artists to show and sell work. There will also be a space for art and dance classes, a maker-space, a pottery studio, and an outside “ART Yard” for projects and events.
The much anticipated project is scheduled for completion in August of 2020 and will be another great milestone in the revitalization of Pine Bluff.

We are all very excited to see the new “Learning Stairs” being constructed!
Learning Stairs are a new architectural design that will provide a place for students to grab a book and read a few chapters in a comfortable, safe environment or to catch up on homework. It can also be used for impromptu gatherings or as a teaching space.
The “Learning Stairs” will be available to anyone, of any age, who wants to expand their mind or escape into another world through reading at the new Pine Bluff Main Library.

East Harding Construction held it’s first Employee Loyalty Awards Ceremony honoring all of it’s employees for their loyalty and hard work.
The five employees shown above have been with East Harding for more than 25 years!
East Harding’s owner, Van Tilbury, personally awarded each ot them with a Bulova watch engraved with the East Harding logo.
Van also awarded every other East Harding employee with a gift to commemorate their years with the company.
Some of the gifts included knife sets, Carhartt coolers, and Northface apparel. Employees were given a shopping guide with gift options for their years of service and were able to choose which gift they would like.
While many companies may acknowledge their employees at retirement, East Harding Construction acknowledges and awards it’s people throughout their careers.
East Harding prides itself on it’s close knit, family atmosphere and values each and every one of it’s employees making East Harding Construction one of the best companies in Arkansas to work for.

This years Christmas party was held at Samantha’s in Little Rock. They have a beautiful skybox that overlooks the main floor restaurant. Trimmed in garland and lights, this room made the perfect setting for a cozy, family style get together.
The food was amazing and we thoroughly enjoyed the fellowship. The evening wrapped up with a few rounds of Christmas carols led by Dietrich Booth

The recently renovated, historic Winchester Building is now home to Polk Stanley Wilcox Architects. This nostalgic piece of history boasts its original glass block entrance, steel frames and brick facade.
The interior has been beautifully redesigned and renovated to show off the original steel-framed, glass windows that divide the gathering hall and reception area from the large, two-story open-air office space.
A center niche has been carved out to provide a beautiful kitchen with all the modern day amenities one would expect, including two stainless steel refrigerators, two stainless steel microwaves, a stainless steel dishwasher and a stainless steel coffee station. All of this stainless steel is beautifully wrapped in wood-grain cabinetry and accented with matching shelves lined with cups, plates, and glassware. The stone covered island and countertops turn this space into a uniquely inviting area for the Polk Stanley Wilcox staff to refresh and replenish.
The upstairs is comprised of conference/meeting rooms and open view office spaces that overlook the work stations on the main floor.
One of the most unique aspects of this space is the original, functioning dumbwaiter with its wheel & sprocket crank shaft that brings back a bit of nostalgia.
The combination of old and new is this beautifully redesigned building is representative of the importance of historic preservation and the necessity of modernization.
The new Polk Stanley Wilcox headquarters demonstrates the best of both and East Harding Construction is very proud and grateful to have been a part of bringing the past into the future.

East Harding Construction is proud to be an “Icing on the Cake” sponsor for Carelink’s 5th Annual “Cupcakes for Goodness Sake”.
The annual cupcake festival is a chance to connect with the community & to raise awareness about CareLink, a nonprofit organization that has been headquartered in NLR since 1979 to provide care and resources to the aging.
The theme this year was Halloween and everyone, including pets, were encouraged to wear their Halloween costumes to the festival. There were many activities going on in addition to the cupcake tastings such as face painting, a petting zoo and cupcake decorating.
The delicious event was a big success and plans are likely underway to make next years event even more fun and more delicious!

The Pine Bluff/Jefferson County Library Systems selected East Harding Construction as CM Agent for these three renovation projects.
White Hall Branch Library
With a budget of $175,000, this 8,000 sf renovation includes flooring, electrical, paint & millwork. It also includes a teen room, study rooms and an updated community area. The anticipated start date is 9/23/19 with a three month schedule.
$69,000, 3,500 sf renovation to include flooring, electrical, paint & millwork upgrades. This library is In renovation today with completion scheduled for August 2019.
The $529,000 Redfield Library renovation consists of upgrades to the existing 3,500 sf building including paint, electrical, flooring, millwork and other finishes as well as a new two thousand square foot addition. The community room is being enlarged and additional spaces are being added to existing areas which will include a breakroom, teen room, and study room. This renovation has a six month schedule beginning mid September.

Our office is moving toward greener living! East Harding is stocking its kitchen with pint glasses and ceramic coffee mugs for employee and guest use and doing away with paper cups and bottled water. The duct work is being sealed, metal studs are being hung in preparation for the exterior walls and the steel for the overhang is being welded into place.
We are all very excited to see such a beautiful vision for the future of Pine Bluff becoming a reality!

East Harding Construction hosted lunch for Polk Stanley Wilcox Architects at the historic Winchester building in downtown Little Rock. The 13,000 sf Winchester building was built in 1947 and represents the quintessential architectural design of the forties.
The entire Polk Stanley Wilcox office was invited to tour the site, ask questions and enjoy a fantastic lunch catered by Eat My Catfish. Van Tilbury, President & CEO, East Harding Construction, expressed his appreciation to Polk Stanley Wilcox Architects for allowing us to be part of their team in turning this piece of history into a part of their future as their new corporate office. Shawn Carroll, Vice President-Operations, Kevin Messick, Project Manager & Scott France, Site Superintendent were there to help guide the tour and field questions about this extensive renovation.
A special thanks to Kevin and Scott for working together to make this such a successful event.

The guys have been working hard to get this project moving forward after all of the rain. From early morning concrete pours, to setting steel, framing, prepping the second floor slab, & installing sanitary piping & duct work, everyone has done a great job pulling together & making things run smoothly & efficiently! This nostalgic building
now sports a new storefront window system while maintaining upper rows of the original steel windows indicative of the 1940’s.
Newly framed walls
are ready for the sheet-rock finishers.
The new raised floor system
will allow for HVAC duct work, electrical conduit, plumbing, & data lines all to be hidden, creating a clean, refined space.

New Pine Bluff Main Library Topping Out Ceremony & Beam Signing
On Tuesday, June 11th, East Harding Construction along with local officials attended the “Topping Out Ceremony” at the site of the new Pine Bluff/Jefferson County Library.
Speakers included Pine Bluff Mayor Shirley Washington, Pine Bluff/Jefferson County Library Director Bobbie Morgan, East Harding Construction President & CEO Van Tilbury, and two of the library’s board members.
A commemorative beam signing was the highlight of the ceremony allowing attendees to sign their names into Pine Bluff history & become a permanent part of new Pine Bluff Main Library.
The signed beam was raised to the top of the structure and put in place as the crowd watched.
With the steel erection complete, we look forward to the next phase of this incredible project.
