This project is off to a great start! We are through the demo phase and ready to start turning this piece of history into a part of the future of downtown Pine Bluff.
The antique lift (shown here) has been dismantled. The mechanical wheel and pulley system that operated the lift will likely remain as a decorative accent along with a hand-painted mural of the O.K. Ice Cream company.

On February 10, 2020, the Arts and Science Center for Southeast Arkansas (ASC) held a wall breaking ceremony to celebrate the beginning of construction on The ARTSpace on Main.
Dr. Rachel Miller, Executive Director, Arts & Science Center of SE Arkansas peeks through the hole left from wielding a sledge hammer and breaking through the first wall.
Located at 623 S. Main St. in Pine Bluff, The ARTSpace will be housed in a newly renovated historic building next to it’s primary location at 701 S. Main St.
The exciting new facility will feature a gallery for area artists to show and sell work. There will also be a space for art and dance classes, a maker-space, a pottery studio, and an outside “ART Yard” for projects and events.
The much anticipated project is scheduled for completion in August of 2020 and will be another great milestone in the revitalization of Pine Bluff.

Learning Stairs are a new architectural design that will provide a place for students to grab a book and read a few chapters in a comfortable, safe environment or to catch up on homework. It can also be used for impromptu gatherings or as a teaching space.
The “Learning Stairs” will be available to anyone, of any age, who wants to expand their mind or escape into another world through reading at the new Pine Bluff Main Library.

East Harding Construction held it’s first Employee Loyalty Awards Ceremony honoring all of it’s employees for their loyalty and hard work.
The five employees shown above have been with East Harding for more than 25 years!
East Harding’s owner, Van Tilbury, personally awarded each ot them with a Bulova watch engraved with the East Harding logo.
Van also awarded every other East Harding employee with a gift to commemorate their years with the company.
Some of the gifts included knife sets, Carhartt coolers, and Northface apparel. Employees were given a shopping guide with gift options for their years of service and were able to choose which gift they would like.
While many companies may acknowledge their employees at retirement, East Harding Construction acknowledges and awards it’s people throughout their careers.
East Harding prides itself on it’s close knit, family atmosphere and values each and every one of it’s employees making East Harding Construction one of the best companies in Arkansas to work for.

This years Christmas party was held at Samantha’s in Little Rock. They have a beautiful skybox that overlooks the main floor restaurant. Trimmed in garland and lights, this room made the perfect setting for a cozy, family style get together.
The food was amazing and we thoroughly enjoyed the fellowship. The evening wrapped up with a few rounds of Christmas carols led by Dietrich Booth

The recently renovated, historic Winchester Building is now home to Polk Stanley Wilcox Architects. This nostalgic piece of history boasts its original glass block entrance, steel frames and brick facade.
The interior has been beautifully redesigned and renovated to show off the original steel-framed, glass windows that divide the gathering hall and reception area from the large, two-story open-air office space.
A center niche has been carved out to provide a beautiful kitchen with all the modern day amenities one would expect, including two stainless steel refrigerators, two stainless steel microwaves, a stainless steel dishwasher and a stainless steel coffee station. All of this stainless steel is beautifully wrapped in wood-grain cabinetry and accented with matching shelves lined with cups, plates, and glassware. The stone covered island and countertops turn this space into a uniquely inviting area for the Polk Stanley Wilcox staff to refresh and replenish.
The upstairs is comprised of conference/meeting rooms and open view office spaces that overlook the work stations on the main floor.
One of the most unique aspects of this space is the original, functioning dumbwaiter with its wheel & sprocket crank shaft that brings back a bit of nostalgia.
The combination of old and new is this beautifully redesigned building is representative of the importance of historic preservation and the necessity of modernization.
The new Polk Stanley Wilcox headquarters demonstrates the best of both and East Harding Construction is very proud and grateful to have been a part of bringing the past into the future.

East Harding Construction is proud to be an “Icing on the Cake” sponsor for Carelink’s 5th Annual “Cupcakes for Goodness Sake”.
The annual cupcake festival is a chance to connect with the community & to raise awareness about CareLink, a nonprofit organization that has been headquartered in NLR since 1979 to provide care and resources to the aging.
The theme this year was Halloween and everyone, including pets, were encouraged to wear their Halloween costumes to the festival. There were many activities going on in addition to the cupcake tastings such as face painting, a petting zoo and cupcake decorating.
The delicious event was a big success and plans are likely underway to make next years event even more fun and more delicious!

The Pine Bluff/Jefferson County Library Systems selected East Harding Construction as CM Agent for these three renovation projects.
White Hall Branch Library
With a budget of $175,000, this 8,000 sf renovation includes flooring, electrical, paint & millwork. It also includes a teen room, study rooms and an updated community area. The anticipated start date is 9/23/19 with a three month schedule.
$69,000, 3,500 sf renovation to include flooring, electrical, paint & millwork upgrades. This library is In renovation today with completion scheduled for August 2019.
The $529,000 Redfield Library renovation consists of upgrades to the existing 3,500 sf building including paint, electrical, flooring, millwork and other finishes as well as a new two thousand square foot addition. The community room is being enlarged and additional spaces are being added to existing areas which will include a breakroom, teen room, and study room. This renovation has a six month schedule beginning mid September.

East Harding Construction hosted lunch for Polk Stanley Wilcox Architects at the historic Winchester building in downtown Little Rock. The 13,000 sf Winchester building was built in 1947 and represents the quintessential architectural design of the forties.
The entire Polk Stanley Wilcox office was invited to tour the site, ask questions and enjoy a fantastic lunch catered by Eat My Catfish. Van Tilbury, President & CEO, East Harding Construction, expressed his appreciation to Polk Stanley Wilcox Architects for allowing us to be part of their team in turning this piece of history into a part of their future as their new corporate office. Shawn Carroll, Vice President-Operations, Kevin Messick, Project Manager & Scott France, Site Superintendent were there to help guide the tour and field questions about this extensive renovation.

On Tuesday, June 11th, East Harding Construction along with local officials attended the “Topping Out Ceremony” at the site of the new Pine Bluff/Jefferson County Library.
Speakers included Pine Bluff Mayor Shirley Washington, Pine Bluff/Jefferson County Library Director Bobbie Morgan, East Harding Construction President & CEO Van Tilbury, and two of the library’s board members.
A commemorative beam signing was the highlight of the ceremony allowing attendees to sign their names into Pine Bluff history & become a permanent part of new Pine Bluff Main Library.
The signed beam was raised to the top of the structure and put in place as the crowd watched.
With the steel erection complete, we look forward to the next phase of this incredible project.

Host the first “Site to See: Hard Hat Tours” workshop at the Pine Bluff Main Library construction site.
Shawn Carroll, Vice President of Operations was there to field questions from the students after they watched two steel beams being erected and put in place.
The highlight for many of the students was being allowed to write their names on one of the beams and have their signatures become a permanent part of Pine Bluff & Jefferson County history.

The Pine Bluff Regional Chamber of Commerce held its 32nd annual Business Expo on Thursday, May 2nd. The event was held at the Pine Bluff Convention Center and provided vendors the opportunity to connect with other business owners and local residents.
Van Tilbury, President & CEO-East Harding Construction, along with Shawn Carroll, VP of Operations, Patrick Booth, Sr. Site Superintendent, Win Trafford, Business Development & Dashaun Hammond represented East Harding Construction and manned the East Harding booth. Visitors registered for a $100 drawing and enjoyed several giveaway gifts from pens & koozies to tape measures & key chains.
The EHC team enjoyed meeting so many new people, visiting with clients & reconnecting with old acquaintances. We are looking forward to next year’s Expo and feel certain it too will be a great success.

Outstanding Alumni, Students Recognized at Walton Awards Banquet…
FAYETTEVILLE, Ark. – The Sam M. Walton College of Business recognized three exceptional alumni and nearly 60 students for outstanding achievement at its annual awards banquet.
Walton College presented the following alumni awards at its 26th annual awards banquet on Thursday, April 18:
Lifetime Achievement Award – Bob East ’70
Entrepreneur of the Year – Heather R. Nelson ’94
Outstanding Service Award – Joanne Tam Fuller ’14
Bob East is a native of Little Rock and earned a Bachelor of Science in Business Administration from the Walton College in 1970. He served as a sergeant in the U.S. Army from 1970 to 1972 and then embarked on a career of serial entrepreneurship.
East founded Robert East Company in Little Rock as its sole employee in 1975. In 1978, his friend Tom Harding joined him to create East-Harding Inc., a general contracting firm. By 2009, the company had an annual volume of $45 million, at which time East and Harding implemented a management succession plan that ended in a sale of the majority interest of East-Harding to Van Tilbury. East purchased Advanced Cabling Systems in 1998, with three employees and $300,000 in revenue. As a contractor and developer, he knew fiber optics were the next big thing and understood that contractors would like to have a one-stop shop for their cabling and security needs. East grew Advanced Cabling Systems into one of the largest installers of cabling, fire alarms, CCTV and entry access systems in the United States. He served as chief executive officer of the company until January 2019, when it was sold to ADT.
East was named Arkansas Business Executive of the Year in 1996 and was a member of the U.S. Commerce Department Advisory Committee for Trade Policy Matters from 1995 to 1998. He is past chair of the national board of directors of Associated Builders and Contractors and a member of the American Institute of Constructors.
Heavily involved in his community, East was president for three years of the Little Rock Downtown Partnership and a member of the Little Rock Airport Commission for 10 years. He has previously served as chair of the Arkansas Nature Conservancy board and Arkansas Cancer Research Center, among many others. He currently serves on the board of Bank OZK.
Always in search of adventure, he has climbed Mount Everest, floated the entire length of the Mississippi River, run with the bulls in Pamplona and across the Grand Canyon. East lives with his wife in Little Rock and has two children.

East Harding Construction is renovating & restoring the 72 year old Winchester Auto Store building in downtown Little Rock. The 13,428 sf space will become home to Polk Stanley Wilcox Architects who is also designing the renovation.
The interior demolition is almost complete and the concrete has been cut out and the ground prepped for underground plumbing to be installed, allowing for additional bathrooms, ect…
Currently, the interior block is being cleaned and next week we expect to begin replacing the roof, roughing in the electrical, repairing the plaster & painting ceilings.
The building is expected to be ready for occupancy in late August of 2019.

The old bridge on the golf course has been removed and the new 120′, self-weathering bridge has been put in place. Next, the stone masons will begin laying stone around the supports and the golf cart/pedestrian paths will be reconnected providing a beautiful new thoroughfare to the rolling greens of the golf course.

The Grand Opening for Armor Bank in Little Rock was on February 27th and East Harding was there! East Harding Construction is very excited to be replacing the stone bridge on the Country Club of Little Rock’s golf course. The bridge was constructed in the early 1900’s and was originally built with stones brought in by golfers in lieu of payment for playing on the greens. It has been used by thousands of people over the years.
 
The new bridge will be a 120′ by 8′ self-weathering structure with synthetic decking and will provide years of use for pedestrians & golf carts at low to zero cost in maintenance.

Tuesday (10/16) East Harding Construction attended the Ground Breaking Ceremony for the new Phillips County Justice Complex. Wet and cold weather didn’t hold back the excitement. There was a great turnout from across the county. Judge Clark Hall spoke about the great community involvement and praised all who took part in helping this project move forward. Construction of the new detention facility and renovation to an existing building to house the new Sheriff’s Office will kick off next week. We look forward to a great project.

East Harding Construction is proud to announce that we have been selected, through a competitive bid process, as the general contractor for the Phillips County Justice Complex in Helena, Arkansas. The project includes site improvements, construction of a new one level, 8,687 sf Detention Facility, and the interior renovation of an existing building to house the Sheriff’s Office. The Detention Facility will be a grout filled, CMU block wall structure with a precast structural concrete plank roof. There will be 104 beds total – male and female – with holding, segregation, lock-down and a general area as well as food prep, laundry and medical exam areas. We are excited about this opportunity and look forward to the successful completion of a much needed facility and renovation.

After months of planning and meetings, the Pine Bluff/Jefferson County Library’s new main library branch is coming to fruition with the ground-breaking ceremony scheduled for Thursday, Oct. 11 at 10 a.m. The ceremony will be held in downtown Pine Bluff at the library’s new site on the corner of Sixth Avenue and Main Street.
Pine Bluff voters approved a millage increase in property taxes in 2016 to fund the new main library building and renovate the Watson Chapel branch. The millage increase will also fund projects at the Altheimer, Redfield and White Hall branches.
Pine Bluff Mayor, Shirley Washington, Pine Bluff/Jefferson County Library System Director, Bobbie Morgan, Kandice Bell, a representative from Governor Asa Hutchinson’s office and Van Tilbury, President & CEO, East Harding Construction, will be in attendance at the ground-breaking ceremony.
East Harding Construction will continue to work closely with Polk Stanley Wilcox Architects, the Pine Bluff/Jefferson County Library System and the Pine Bluff Construction & Trade Alliance craftsmen to ensure the successful completion of the much anticipated, new Pine Bluff/Jefferson County Library’s main branch & the renovation of the Watson Chapel branch.

The center features eight state-of-the-art lighted courts, championship court spectator seating and a contemporary tennis clubhouse and hosting venue.
The courts feature video streaming capabilities and teaching technology designed to enhance the player, coach, and spectator experience. The first floor of the complex includes locker rooms as well as spectator restrooms and facilities for concessions and storage. The second floor features an open space designed for hosting events and allows full view of the entire complex and competition play.

Central Arkansas Library System's (CALS) Hillary Rodham Clinton Children’s Library & Learning Center
Yet another GREAT East Harding Project has been awarded the prestigious LEED Green Building Certification by the U.S. Green Building Council.
The project has been certified LEED Gold and is one of only ten LEED Gold projects.
The Hillary Rodham Clinton Children's Library & Learning Center grounds are comprised of six acres and include walking paths, an amphitheater, a greenhouse & a teaching garden.
The library achieved LEED certification for a variety of sustainable strategies some of which included high-performance glazing with sunscreens, a water management system with a wetland for water-efficient landscaping,
deep roof overhang, use of local, rapidly renewable materials & materials with recycled content, bicycle storage & low flow water fixtures.
With a commitment to sustainable building techniques & adaptable reuse of existing facilities, East-Harding Construction provided construction services for this award-winning project and is proud to have been a part of making the Hillary Rodham Clinton Children's Library & Learning Center a reality.

The EHC Team gathered at Allsopp Park for food, fun & fellowship. It was a great opportunity to spend time with everyone on a more personal level and meet some of the men & women behind the men & women of East Harding. We had lots of fun playing Cornhole, Horseshoes & Baggo. We also held our first annual Bingo game, awarded prizes and ate until we could not move! The evening came to an end by having our President & CEO, Van Tilbury hang Pedro (the pinata) by the rafters and let the kids take turns whacking him (Pedro, of course).
The event was catered by On the Border, who did a great job.

Van Tilbury, President & CEO-East Harding Construction, attended the unveiling of the Design Plans & Vision for the new Pine Bluff/Jefferson County Main Library on Tuesday, May 1.
East Harding Construction
was named Construction Manager in February 2018 and is looking forward to another successful project in Pine Bluff.
The New Design
is modern and exciting and will be a milestone for the growth and revitalization of the community.
The Library
is expected to provide a host of learning opportunities for people of all ages, including a computer lab and training sessions.
Construction
is expected to begin in the fall of 2018.
Library Director Bobbie Morgan says she expects to cut the ribbon on the new building in February 2020.

Paschal Heat, Air & Geothermal's New Headquarters
Consisting of 2 stories
the main floor is 27,589 sf & the 2nd floor is 4,587 sf.
This modern design
features the DIRTT Furniture Wall System, Offices, Meeting Rooms, Sheet Metal Shop, Vehicle Maintenance Area, & a Safe Room.
The project
was completed in December 2017 with an approximate value of 4.5 million dollars.

The Sigma Alpha Epsilon
fraternity house on Stadium Drive is a two-story Georgian brick structure constructed in 1958. The House received an almost $7 million renovation and expansion which was completed in December 2017.
The Project Scope
included a full exterior restoration, new energy-saving windows, jambs, and trim; masonry repointing and sealing; soffit and cornice repair; repainting— as well as targeted interior work—asbestos abatement, flooring, new insulation, new paint, HVAC systems, restroom improvements, etc.
The addition provides
new communal, dining, and food service areas—ADA access, a new elevator, and additional bedrooms in the open attic space. EHC was able to participate in evaluating design options and cost before the project moves into construction.
The project is...
fast-track, fully commissioned and constructed to the minimum equivalent of LEED Silver.

Construction is well underway for the new Lighthouse Academies Gymnasium.
The plumbing groundwork is in place.
Foundations and slabs have been poured.
Support structures for the outer walls are being erected.

Library moves forward on new Main and Watson Chapel facilities.
PINE BLUFF, AR – February 28, 2018 – A construction manager has been hired to lead the progress on the library’s building program within the limits of the City of Pine Bluff.
Behind the scenes, the library has been busy laying the groundwork for the start of construction. After a rigorous competitive process, East Harding Construction has been selected as the new Construction Manager for the new Main Branch building project and the Watson Chapel addition and renovation project.
“The future for Pine Bluff is bright and East Harding Construction is thrilled to be selected as the Construction Manager for these two Library projects,” said Van Tilbury, President & CEO. “I commend the citizens for passing the tax that will fund buildings that change lives, transform downtown Pine Bluff and enrich the Watson Chapel community. We intend to work with as many members of the Pine Bluff Construction & Trade Alliance as possible to build these two projects in order to keep as many tax dollars in the local economy as possible. East Harding Construction comes with many recommendations from the local construction field, with contractors and previous project owners all highly recommending the firm. East Harding Construction has had a continuous construction presence in Pine Bluff with projects from 2002 to present. They are the named Construction Manager for the renovation of the historic Hotel Pines, have worked on projects like Saracen Landing and for the Watson Chapel School District.
Impressive to the selection committee was East Harding’s commitment to Pine Bluff, the quality of their work and the knowledge of what the library project means to the community. With the addition of East Harding Construction, the library has added a new member to the team of

The East Harding Construction team
gathered on Friday for our team meeting & enjoyed a delicious lunch while listening to guest speaker Joe Morgan, Safety & Training Manager at AGC.
Patrick Booth, Superintendent-EHC
demonstrated as Mr. Morgan spoke on the Silica Standard from OSHA.
Silica is the dust
that comes from concrete during demolition/removal of concrete.
OSHA has released guidelines,
known as the Silica Standard, on how to protect workers during this process.

Watson Chapel's New Driveway
East Harding Construction completes the new driveway for Watson Chapel High School.
The semicircle driveway
in front of the campus provides a new level of safety for the students.
The driveway created a new access
to an entrance near the front office for visitors/parents to check in without using the back gates.
The back gates can now be locked
during school hours and reduce the risk of unauthorized entrance onto school grounds and into the building.
