The renovated restaurant combines warm wood, patterned tile, rich green accents, decorative brick, custom millwork, statement lighting, and greenery to create a fresh, modern atmosphere full of character. From the lively bar to the inviting dining areas and covered patio, every detail adds to the experience.

Known for bold Mexican-inspired flavors, tacos, margaritas, and fresh ingredients, Local Lime now has a space as distinctive as its menu.

Central Arkansas Water
Exciting progress is taking shape at Central Arkansas Water! There’s plenty of momentum on site as multiple trades push the project forward.

The masons are hard at work on the brick veneer, while window framing installation is officially underway. Inside, crews continue making great progress on the MEP rough-in, and the rooftop mechanical units are now set in place.

On the exterior, framing continues on the new East Stair Tower, and we’re excited to share another major milestone—the North Elevator Tower is complete!

Pine Bluff Police Department’s Police and Youth (PAY) Camp
East Harding Construction is proud to support programs that invest in the next generation!
We were honored to be a sponsor for this year’s Pine Bluff Police Department’s Police and Youth (PAY) Camp, where approximately 80 young participants celebrated their graduation after five weeks of building leadership skills, character and positive connections with local law enforcement.
One of the most inspiring moments of the ceremony was recognizing former PAY Camp participants who returned this summer to give back as volunteers. Brandon Brown, Adrianna Logan and Christian Lovett served as full-time volunteers and were each awarded $2,000 scholarships made possible through generous donations from East Harding Construction, Assistant Police Chief Shirley Warrior, Warrior Environmental and Fosters Towing and Recovery.
Congratulations to all of this year’s graduates and scholarship recipients! We are proud to support programs that strengthen our communities, inspire future leaders and create opportunities for young people to succeed.

Pine Bluff High School | July 2026
The finish line is in sight! Exciting progress continues as the stadium enters its final stages of construction!
– New turf is down on the field.
– Field painting is complete.
– New sports lighting poles are installed.
– The south parking lot off 11th Street has been freshly repaved.
– Ticket booths are now under construction.
– Topsoil is being placed around the site, with hydroseeding set to begin within the next two weeks.
Inside the campus, the momentum continues:
– The interior school courtyard is 100% complete, featuring new – AstroTurf, lighting, and finished concrete steps.
– Goals and netting have been installed in the gym.
– The kitchen is nearly finished, with crews wrapping up final utility connections and sink installations.
It’s incredible to see this project come together. Stay tuned—we’re getting closer to welcoming students, athletes, and the community into an amazing new facility!

Construction is moving full speed ahead at the new First Arkansas Bank & Trust branch at Highway 89 and South Rockwood Road in Cabot!

The structural steel is nearly complete, the roof decking is now finished, and the mechanical screen for the rooftop units is now in place. Next up, the vault installation begins, followed immediately by the start of interior framing.

Central Arkansas Water – Progress Update
The Central Arkansas Water James T. Harvey Administration Building at the corner of Capitol and Cumberland in downtown Little Rock continues to gain momentum with major milestones being achieved across the site!

– Structural steel erection is underway for the East Stair Tower, bringing the building’s vertical expansion to life.
– Concrete infill has begun for existing building openings, restoring structural continuity and preparing spaces for the next phase of construction.
– The South Addition is taking shape as framing and roofing activities continue to make significant progress.
– Work has officially kicked off on the North Side Retaining Wall and ramp, marking another key step in site development.
– Inside the building, crews are making steady progress with the installation of interior framing and MEP (mechanical, electrical, and plumbing) systems, transforming the interior into functional spaces.
– A major project milestone was reached with the transformer set for permanent electrical service, paving the way for long-term building power and future commissioning activities.

Exciting momentum continues across both the high school and stadium projects as we push toward the finish line.
- The Career & Technical Education building is completed, and all MEP finals have been officially approved.
- New lounge furniture has been installed in the main classroom building and the cafeteria, bringing the spaces to life.
- Science lab casework installation is now underway.
- The Competition Arena hardwood floor is complete.
- Site concrete work continues to move forward, with only the ticket booth courtyard remaining.
- The History Wall laminate has been installed, adding another finished feature to the campus.
Stadium Progress
- Bleacher painting and cleaning are in progress, giving the stadium a refreshed appearance.

St. Theresa Catholic School Breaks Ground Renovation
St. Theresa Catholic School proudly celebrated the groundbreaking of a transformational renovation project that will enhance learning opportunities and enrich the student experience for generations to come.
This exciting project will introduce several new and upgraded learning spaces, including:
– A new library and media center designed to inspire a love of reading and discovery.
– A dedicated art room where creativity can flourish.
– A modern Family & Consumer Science/STEM classroom that supports hands-on learning and innovation.

620 West Third Office Building Completely Transformed
A dramatic transformation brings a fresh, modern identity to the 1980’s office building located at 620 West Third in downtown Little Rock. What was once a traditional brick façade with storefront windows has been reimagined through innovative design by Cromwell Architects Engineers, creating a building that reflects both progress and responsibility.
The renovation features a striking new structural curtain wall glass system and high-performance energy-saving panels, delivering a sleek contemporary appearance while significantly improving building efficiency. The updated exterior lightens the visual weight of the original brick structure and introduces more natural light, cleaner lines, and a vibrant architectural presence.
Beyond aesthetics, the renovation project supports a smaller environmental footprint, reducing energy consumption and enhancing long-term sustainability.
The building remained occupied and fully operational during the renovation. East Harding Construction is so proud to be associated with this transformative project!

Central Arkansas Water
Significant progress continues across CAW as multiple trades advance key milestones.
MEP rough-ins and interior framing remained in full swing, driving interior spaces closer to completion. A major project milestone was achieved with the delivery of structural steel and the start of steel erection for the south addition and stairwells, bringing the building’s expansion visibly to life.
Vertical progress continues on the North Elevator Tower, where CMU masonry installation is steadily taking shape. Outside the building, crews maintained momentum with ongoing exterior concrete work and retaining wall construction, further defining the site’s infrastructure.

FAB&T | First Arkansas Bank & Trust
The First Arkansas Bank & Trust project in Cabot is gaining strong momentum as work advances on the new, modern banking facility. Following the successful demolition of the existing branch, the entire site was raised four-feet to gain visibility in preparation for a new ARDOT round-about to be built at Hwy. 89 and Rockwood Drive. The sitework is complete, new utilities are in place, and crews are actively forming curb and gutter, bringing shape to the future layout of the site. Rebar for the pad footings has been installed. Everything is now set and ready for concrete placement.

The project is moving from sitework into vertical construction, signaling an exciting new phase of progress.

Pavilion in the Park wins Project of the Year!
The story of Pavilion in the Park is a strong example of resilience in commercial real estate.
.
Originally built in 1985, the Pavilion has long stood out in Little Rock for its distinctive design: an interior “street” anchored by a large glass-covered atrium and surrounded by multiple buildings. That design, while visually striking, made the damage from the March 31, 2023, EF3 tornado especially severe—particularly to the 16,000-square-foot glass atrium.
Instead of abandoning or demolishing the property, the ownership group, Flake & Company, committed to a full-scale restoration. The result was a $14M+ multi-year redevelopment that balanced major reconstruction with ongoing operations—no small feat for a multi-tenant property.
.
Continuous operations during construction meant buildings were re-roofed and reframed in phases, so tenants could remain open—an unusually complex logistical achievement. Full replacement of the damaged atrium glass and many windows, along with new HVAC systems and upgraded electrical and lighting, were all part of restoring this beautiful property. Renovated public spaces, restrooms, and tenant interiors were among the finishing touches that helped retain the Pavilion’s unique character.

The project team—including Polk Stanley Wilcox (architect), Metro Disaster Services, and East Harding Construction (construction manager)—delivered a renovation that didn’t just repair storm damage but stands as a clear example of how disaster recovery can make a great property even better and stronger.

The project was honored as “Project of the Year” at the eighth annual Commercial Real Estate Awards for its successful delivery under challenging conditions—keeping the center operational throughout construction while maintaining high standards of safety and quality. East Harding is proud and grateful to have been a part of this amazing project!

East Harding is actively involved in shaping the future of the construction industry by recruiting UAPB students, with roles focusing on project and site management.
Dashaun Hammond, a 2019 UAPB graduate, transitioned from a student to an intern to a Site Superintendent at East Harding Construction and is now one of the site superintendents at the New Pine Bluff High School Campus.

Construction at the new Pine Bluff High School campus is advancing swiftly, marking significant milestones in the development of key facilities.
Specific facilities updates:
– Arena and Auditorium:
The exterior of both the arena and auditorium is taking shape with the installation of metal panels nearing completion. Inside the arena, the concrete slab has been poured, establishing a solid foundation for further interior work. Interior framing is ongoing.

– Parking and Exterior Site Work
Outside the main buildings, substantial progress has been made on the parking facilities. The east parking lot is now fully paved, improving accessibility and convenience for future students and staff. Work is actively ongoing on the west parking lot and other surrounding site areas, ensuring that the campus infrastructure supports the increased traffic and activity anticipated.

– Cafeteria and CTE Building Updates
The cafeteria has reached a significant stage with storefront windows installed, effectively enclosing the space and protecting it from the elements. This milestone brings the cafeteria closer to becoming a welcoming area for students. Meanwhile, the CTE building is undergoing installation of acoustical ceiling tiles, which will enhance sound quality and overall comfort within the space designed to foster technical and career-oriented education.

Local Lime – Yellow Rocket Concepts
Local Lime is moving! East Harding Construction is renovating the vacant Bravo! Cucina Italiana restaurant, located at 17815 Chenal Parkway in the Promenade. The renovation will create a new space for the growing Local Lime restaurant, only three doors down from its current location. The renovation will include a full interior renovation/remodel, reallocating space to include a new bar area, dining, host station, kitchen and restrooms. Custom tile and millwork throughout will add ecliptic charm to the new design. The large patio area will also get a facelift.
We are so excited to see this project getting started!

The new Pine Bluff High School campus is preparing to flip the switch on the new HVAC systems! Interior framing and MEP work is underway and the courtyard columns are being framed. The Arena is erecting steel in the stairs, decking and railings and the second floor of the concourse is being poured. Louvers are being installed on the outside of the safe room and fire suppression roughin is ongoing.

Pavilion in the Park | Tornado Damage Restoration
East Harding Construction is so excited to annouce the completion of the Skylight repair for Pavilion in the Park. The tornado that ripped through Little Rock in March of 2023 severely damaged the Skylight, breaking pane after pane of glass and tearing away shingles from the surrounding roof.
As Construction Manager, the hard-working team at East Harding expertly managed the restoration of this beautiful structure. Be sure to stop by and check it out.

Academies of Central Arkansas | Career Expo 2025
What a great event! 9th graders from Arkansas school districts flooded the Statehouse Convention Center to learn about a multitude of career options. With hands-on, remote control, construction equipment, East Harding’s booth was a big hit again this year. The East Harding team had a great time engaging the students and sharing their vast knowledge of construction processes. Special thanks to the Academies of Central Arkansas for hosting the Career Expo and allowing us to be a part of forming the future.

Exciting Progress for the New Pine Bluff High School Campus. We completed roofing and installed most of the storefront windows in the Classroom building and began MEP on the second floor. CMU and steel continue to go up in the Arena and there is a lot of painting going on in the Classroom & CTE buildings. A maze of ductwork fills the rafters as we prepare for a top-notch HVAC system.

East Harding Construction is proud to be a part of advancing construction interests and education among Arkansas college students.
East Harding was selected as Construction Manager for the CAW (Central Arkansas Water) renovation in Little Rock. CAW is undergoing extensive renovations to the 4 story, 45+ year old building, including a complete exterior renovation and additions.
Jim Carr, Professor-UALR, accompanied his students to the East Harding/CAW job site for an up close look at the workings of an active project.
Shawn Carroll, VP-Operations, along with the East Harding/CAW team shared insights and fielded questions about the construction process, opening minds and inspiring future construction careers.

EXCITING News! East Harding Construction has begun renovating the Central Arkansas Water building on East Capital in Little Rock. The extensive renovation of the 45+ year old building will give it a new modern look and provide a fresh new space for offices, breakrooms, boardrooms, training areas, customer service and more. It was an amazing day! Van Tilbury, President & CEO spoke on the magnitude of this project and the impact it will have on the students and community, as well as the financial benefit to Pine Bluff through local subs. Jennifer Barbaree, Superintendent, also shared her excitement for the project and future. Each and every person attending had the opportunity to sign the beam before it was raised and placed over the entrance connecting the Arena and the Auditorium for the New Pine Bluff High School Campus.

The new Pine Bluff High School Campus looks AMAZING! The Cafeteria has interior framing and is being painted. The Arena & Auditorium are getting CMU & steel erected & fireproofing is being done. The CTE building now has metal panels/glass and is being painted. The Media Center has interior framing and brick installed on the coulumns. The Main Classroom building has trusses, decking & TPO roofs installed. One third of the Main Classroom building has been bricked, which looks great! We are also starting to see some curb and gutter work going on!

Pine Bluff High School | August 2025
The New Pine Bluff Highschool has made a lot of progress this month!
The steel at the Cafeteria building is complete and steel is now being installed in the Auditorium. Stud framing inside the CTE and Main Classroom buildings is underway and trusses have been started on the Main Classroom. The Arena roof is complete and CMU walls are going up. Southern Bankcorp Hamburg turned out great! This neighborhood bank, located at 305 North Main Street in Hamburg, creates a convenient banking option for patrons with an easy access drive thru and ATM right in the center of town. This branch offers all of the modern amenities of a big city bank without the big city.

St. Joseph’s Orphanage
East Harding Construction is honored to help the Catholic Diocese of Little Rock preserve some key elements of the 115-year old St. Joseph’s Orphanage in North Little Rock, including historic statues and the main limestone signage from the front facade. Following a fire earlier this year, the statue of St. Joseph was carefully extricated and temporarily resides at the Diocese. The main limestone entry sign and two decorative capitals were salvaged and crated for storage, possibly for reuse in a future project. The main sign at 40-inches tall, 14-inches thick, 16-feet long and weighing approximately 9,000 pounds is a testament to the heritage of the center that has served the community for over a century.

Pine Bluff High School | July 2025
This is so EXCITING! The new Pine Bluff High School & Campus is moving right along. The Auditorium roof is complete! The steel main frame of the Arena is complete. We are laying block on the 2nd floor of the Main Classroom building, overhead MEP is being installed on the 1st floor and two sets of stairs have been set. We are currently laying brick at the CTE building and hanging steel in the Cafeteria for the bridge & canopy. The team is doing an amazing job of keeping this project on track! Can’t wait to see whats next!

Pavilion in the Park
Pavilion in the Parks’ skylight adds a unique atmosphere to the open air glass atrium. Significantly damaged in the 2023 tornado, Pavilion in the Park has been undergoing extensive repairs and renovations. The beautiful skylight will soon be fully restored!

Pine Bluff High School looks fantastic! We’ve started roofing! We are also prepping the 2nd floor slab in the main classroom & the 2nd story walls are going up, the Fine Arts Building & the Auditorium walls have been started and steel is being erected for the Arena, which means ALL BUILDINGS ARE GOING VERTICAL! The track is now in the process of being resurfaced. Lots of progress in June! We are so excited!

Celebrating One Year Onsite at the new Pine Bluff High School jobsite! East Harding hosted a cookout to show our appreciation for all the subs working diligently on this project. Our Pine Bluff Team cooked burgers and hotdogs and Shawn Carroll, VP-Operations, lead tours for some of the district’s personnel that joined in the celebration. They are doing an amazing job.

Techline’s new warehouse looks great! There are 11 Offices, including the Reception Area, a Breakroom, Copy Room, Shower, a Conference Room and an expansive warehouse area. Rows and rows of shelving are lined up and ready to be stocked. This has been an interesting project to watch develop.

Chenal Country Club has a brand new look for their bar and dining areas! A full renovation of the Family Dining, Adult Dining & Bar Areas included reallocating space, installing a new double sided fireplace, new wood flooring, new lighting, new ceilings, new bartops & equipment, new millwork, finish carpentry & bathroom remodels. The beautiful new design provides an elegant atmosphere with beautiful views.

ARMOR BANK | CHENAL celebrated their GRAND OPENING on Wedenday, May 21st.
This renovation included a full interior renovation to the lobby & teller lines, new flooring, paint & beautiful rock accent walls. The exterior received a new front gable with a stone entryway, full paint, roofing, new landscaping, ADA access and a new storage enclosure.
Van Tilbury, President & CEO and Jack Whitley, Project Manager, were on site and excited to see another great project completed on schedule and within budget! That’s how relationsips are built!

Amazing Progress! We’ve poured even more new foundations, put up more classroom walls and the steel is being erected! Building G (shown as steel structure in video) will house the new Auto Shop & Cosmotology Center. The steel being erected in the center of the main building will house the Library/Media Center.

Business is BOOMING! Allegiant Medplex in Monticello is now seeing patients in their brand new 22,000 sf facility. This facility boasts all the amenities of a modern medical clinic and has a large covered drop off lane which provides cover and convenience for patients.

Out with the Old, In with the New! Trice, McGeorge, and Patterson classroom buildings, the Fine Arts building, the ROTC building, Trice Gym & McFadded Gym are all gone. In their place, the beginnings of a brand new home for the Fighting Zebras. Extensive sitework, multiple foundations and newly constructed walls are bringing this project to life. The new Pine Bluff High School will bring decades of learning and life experiences for thousands of students while steering them toward a bright future.

Techline’s new warehouse in Little Rock sits on five acres and has 40,641 sf of warehouse space. The structure is in the dry and the interior of the warehouse has been painted. We are exited to see this project progressing so nicely.

East Harding Construction is celebrating a job well done! Unveiled Bridal Collection at Pavilion in the Park has undergone a beautiful transformation. We created a welcoming, open layout by removing a center wall and reallocating the space. The wood floors were beautifully refinished and new paint gave it a fresh new feel.

Stone Bank on Chenal Parkway celebrated it’s Grand Opening today with a ribbon cutting ceremony. Van Tilbury, President & CEO, Jack Whitley, Project Manager, Jake Honeycutt, APM & Jon Isham, Site Superintendent were in attendence to help commorate the event.

The 39,000 sf, three story building features a four lane drive thru plus ATM, new entryway and vestibule, a community room with catering kitchen,, a complete renovation of the lobby, new windows, new balconies, interior glass walls and a “living wall” covered in live plants. This renovation revitalized a great building into a stunning, modern banking facility.

The Academies of Central Arkansas Career Expo was a huge success, filled with opportunities for students to learn more about the construction industy and East Harding Construction. Van Tilbury, President & CEO & Shawn Carroll, Sr. VP-Operations, along with several EHC Team members were onsite to field questions and engage students. The students not only gained some insights into a career in construction but also learned about some of the equipment used for site work such as dump trucks, front loaders and excavators. They had a great time running remote controlled mini versions of these machines while watching drone footage of the equipment at work on one of our projects.
Thank you to Academies of Central Arkansas, the East Harding volunteers and all those who worked behind the scenes to make this years Career Expo great!

As we see the remainder of McGeorge and Trice demolished, the footings are being poured for the new Pine Bluff High School. Showing off the progress on Pavilion in the Park’s new roof. It’s beautiful! Our project team has done a great job restoring the heavily damaged roof and retail spaces after they were nearly destroyed in the March 2023 tornado. The demolition of the Pine Bluff High School is progressing quickly. With seven buildings down, including Trice Academy and McGeorge, it won’t be long before we can start constructing the brand new high school. Footings have already been poured for the main classroom building and more are soon to come. This is a very exciting project!

East Harding Construction is proud to announce another fantastic project completed! Located near downtown Little Rock, Southern Tail Brewing opened for business on Saturday, September 14. The canine-themed brewhouse features a 15-barrel brewing system and an indoor/outdoor space that will accommodate approximately 300 people.
The interior design is country elegant with a double sided brick fireplace that separates the tasting room and the tap room/bar area. The beautiful 30 foot ceilings and large antique chandeliers create a relaxing atmosphere to hangout with friends and family and enjoy a variety a flavorful brews.
The outside space features dining areas with a lighted canopy and rows of cornhole ready to play. Our furry canine friends will be allowed to enjoy the patio (w/leashes). Southern Tail will host adoption events and promotions that will benefit local animal rescues and shelters. This canine friendly brewery is a welcome addition to the neighborhood.

The renovation of Stone Bank in Little Rock is well underway. The front entrance is being transformed into a two story glass vestibule with a balcony. Interior space is being reapprpriated to include corporate offices and restrooms are being redesigned with an elegant, yet modern tile. Can’t wait to see what’s next!

East Harding and Polk Stanley Wilcox teamed up to build a second brand new Bank OZK branch in Little Rock. This branch is located on Cantrell Road and will have all the amenities of a modern bank branch, including two drive thru lanes and an ATM lane. Drainage systems and culverts are now in place and the site is being prepared for the foundation.

This modern medical facility, located in Monticello, is almost ready for patients! With elegantly muted colors, patients will enjoy a peaceful, calming atmosphere.
The exam rooms provide up to date equipment and comfortable exam tables while the breakroom gives the doctors and staff a much needed place to relax and unwind.
So excited to see this project nearing completion!

Van Tilbury Receives 2024 Winthrop Rockefeller Memorial Award!
The AMFA Foundation announced the recipient of this year’s Winthrop Rockefeller Memorial Award, Van Tilbury. This prestigious award honors individuals who exhibit exceptional dedication and support for the arts and AMFA. A committee comprising previous recipients selected Tilbury for his outstanding contributions. Terri Erwin presented Tilbury with the award during the annual meeting.
Warren Stephens, chair of the AMFA Foundation Board of Directors commented, “Van’s commitment mirrors the service exemplified by the late Governor Winthrop Rockefeller, whose work was instrumental to the early growth of the Museum. Van is a steadfast supporter of AMFA and his contributions over the years have made an everlasting impact on the Museum and the community it serves.”
Tilbury was a member of the AMFA Board of Trustees from 2012 to 2024 and served in many capacities, including vice-president (2018-20), president (2020-22), and chair (2022-24). Tilbury was also a member of AMFA’s building committee, which oversaw the design and construction of the new building. He is the current president and CEO of East Harding Construction.
